The projects are however not just at the same pace

For students of the latin quarter, the search of a dwelling may be a little less resemble a route for the soldier in 2012. And the army is not foreign to this good news: the Ministry of defence has to yield to that of higher education a vast barracks (25,000 square metres) on the Paris left bank, designed to accommodate classrooms, a boarding school of excellence of 300 rooms and a student residence of 240 seats. To "transform Lourcine barracks in one of the largest academic sites of the capital", the Department is providing EUR 80 million. Not always as spending it hunts for two years, "good business" of the army, which assigns its barracks in many cities. The end of 2008 between Valérie Pécresse and Hervé Morin signed Protocol thus targeted 15 cities, with objective the achievement of 6,000 housing units by 2012. Two years later, five contracts were signed for the realization of residences (Paris, Versailles, towers, Limoges, Arras); only the last two - small - however already opened their doors. Six other barracks, which were not included in the initial listing, have been transformed into "boarding schools of excellence": Sourdun, Montpellier, Barcelonnette, Noyon, Metz, Langres. "In two years, we are already committed about 3,000 tickets, including 2,000 in boarding school." "We'll get to double this figure by 2014," do we believe rue Descartes.

The projects are however not just at the same pace. The barracks which already hosted housing, or which have been surrendered to low prices, was quickly rehabilitated. At Arras and 36 rooms were installed in housing officer, surrendered a symbolic euro. The urban community, owner of all of the 72 hectares of the army, however stopped no blueprint for the rest of the land. The assumption of new student housing remains topical. Idem in Limoges, where 68 rooms are also already delivered

Competition from cities

But the Defense Ministry has no intention to sell off all its heritage and tight his negotiations with the Department as with cities interested also in the land to build. As hazards abound: it may be expected that the military leave sites (La Rochelle), provide work, (Versailles), negotiate a bus service when the barracks are eccentric (Bordeaux), or, conversely, compete when they are very well placed. In Paris, one of the four affected barracks was transferred to the Department: the city was on the ranks. Marseilles, the conversion of the 26,000 square meters of the Muy is also complex. The first housing are announced for 2012 but the site is still occupied in part by the centre of accounting administration. The Department is on the ranks, but admits that the competition is tough. The Town Hall, it aims to relocate the school of fine arts. In fact, several barracks will also become places of education. For years, Amiens reconverts the 18 hectares of its old Vauban Citadel. The first phase of the construction of 163 million euros should be completed in 2014: 30.000 square metres will have then been rehabilitated and 8,000 students transferred. At Nancy, Molitor-handling barracks will be enter 65,000 square metres facility bringing together three schools (engineer, trade and technology), which will house 5,000 people. By contrast, some projects seem to be abandoned as in Toulouse.
